The Division of Code Enforcement provides regular inspections throughout the township to ensure compliance with borough ordinances and building Codes. Typically, the official will look for property maintenance violations and properties in an unsafe condition or state of disrepair. The code official can respond to complaints and inquiries from residents about conditions that may not conform to ordinance standards. Year-round and seasonal housing is inspected to ensure safe and habitable conditions exist in dwellings that are rented rather than owner-occupied. The Code Enforcement Official is there to protect all residents and businesses from unsafe and unsightly conditions in order to make the borough a better place to live.

As of April 1,  2019, the Borough of Highlands Division of Fire Prevention has changes to the fire prevention ordinance. The requirements and fee schedules for these inspections have changed in all dwelling units.

The Residential Certificate of Occupancy fee structure is:

  • Any request for smoke detector inspection compliance with a scheduled appointment made 10 business days prior to inspection: $45.00
  • Any request for smoke detector inspection compliance with a scheduled appointment made 4 to 9 business days prior to inspection: $90.00
  • Any request for smoke detector inspection compliance with a scheduled appointment made less than 4 business days prior to inspection: $125.00
  • In addition, if a scheduled appointment is not met by the owner/appointee and/or there is a failure to have properly installed or have operating smoke detectors in accordance with the Uniform Fire Code, a fee will be added for each re-inspection: $25.00
