About the Department
The Highlands Borough Department of Buildings & Housing is designated as a Class 1 Agency authorized to regulate construction in the Borough of Highlands pursuant to the Uniform Construction Code Act (P.L. 1975, c.217, as amended).
Its Primary responsibility is to enforce the Uniform Construction Code, review and release plans and specifications for construction projects, issue Construction Permits, and conduct inspections to ensure compliance with the regulations.
The overall purpose of the Department is to protect the health, safety and welfare of the residents of Highlands and to ensure the adequate maintenance of buildings and structures and the systems that provide protection for life safety.

All Officials are available to meet with members of the public.
Construction Official – By Appointment. To schedule a meeting contact the Technical Assistant at 732-872-1224, ext. 223.
Technical Assistant – Monday through Friday, 8:00 AM to 4:00 PM
Subcode Officials – In addition to regular inspection hours, contractors or members of the public can request to meet with a Subcode Official, either in the office or at the project site. Arrangements can be made through the respective Subcode Official via email.
Zoning Officer – Tuesday and Wednesday, By Appointment. To schedule a meeting you may email Courtney Lopez at clopez@highlandsborough.org with your request.
Code Enforcement Officer – Monday through Friday, 8:30 AM to 4:30 PM
Floodplain Administrator – By appointment. To schedule a meeting contact the Technical Assistant at 732-872-1224, ext. 223.
