HIGHLANDS EMERGENCY MANAGEMENT OFFICE
CURRENT BRIEFING
Heavy rain at times this afternoon through Monday morning could lead to urban, poor drainage, and small-stream flooding. Localized flash and river flooding are also possible. A Flood Watch remains in effect for the region for this afternoon through Monday.
Damaging winds are possible, mainly along the coast, and could result in downed trees and power lines and scattered power outages. For marine interests,
dangerous winds and seas for all vessels.
A line of convection with little or no lightning and thunder could result in locally strong to severe wind gusts and heavier rainfall this afternoon and evening.
Rain will change to snow late tonight through Monday morning in eastern Pennsylvania and portions of northern New Jersey. Across the Pocono Plateau, a
quick accumulation of 2 to 3 inches and quickly falling temperatures could make travel during the Monday morning commute difficult.
Minor coastal flooding possible for the back bays of Barnegat Bay and the Little Assawoman Bay during the Monday morning high tide. Some local spots along
Barnegat Bay, NJ could approach moderate flooding.

BRIEFING 2: Posted:12.7.23
We continue to closely monitor a potentially impactful storm that will arrive in the area on Sunday, December 10th in the afternoon and into the overnight hours. This system has the potential to bring heavy rain, strong to locally damaging winds, and coastal flooding concerns. The latest information regarding this system is below:
- Heavy rainfall with a widespread 1-1.5 inches (locally 2 inches or more possible) may result in some localized flooding. A Marginal Risk for Excessive Rainfall has been placed over the entire area.
- Wind gusts near 40-50 mph will be possible, potentially stronger along the immediate coast. Extra precautions may need to be considered with outdoor holiday decorations up this time of the year.
- Coastal flooding will be a concern for all coastal communities, especially with the timing of the upcoming new moon on Tuesday, December 12th. At this time, it is too early for specifics on which communities may see the greatest impacts.
- Potential for a heavy line of showers or storms with little to no lightning capable of producing damaging winds. This threat will be conditional on instability.
