Municipal Clerk

The Municipal Clerk has responsibilities required by New Jersey State Statutes which include acting as the Secretary to the Governing Body, Custodian of Records, administering local elections, and issuing licenses and permits. Residents may seek guidance from the Office of the Clerk for various services. ELECTION SERVICES The Clerk's office organizes, runs, and reports the results of the School Board, Primary and General Elections for the Borough of Highlands. Open Public Records Act (OPRA) N.J.S.A. 47:1A-1 The State of New Jersey enacted the Open Public Records Act which allows access to records deemed to be Government Records. The definition of a government records can be found under C.47:1A-1.1 Definitions on the State of New Jersey Government Records Council website.
The Clerk maintains the archival records for the Borough of Highlands. BOROUGH COMMITTEE MEETING SERVICES VITAL STATISTICS/REGISTRAR  All Marriage License applications are by appointment only Monday through Friday between the hours of 9:30 a.m. and 3:30 p.m. Please email the Registrar Nancy Tran or Deputy Registrar Donna Conrad to make an appointment.
